I. Position Information
“Development of public-private partnerships in Russia” is a joint 5-year project of UNDP and the State Corporation "Bank for Development and Foreign Economic Affairs (Vnesheconombank). The project aims at the development of the private-public partnerships (PPPs) in Russia by means of (1) preparation of PPP pilot projects in selected regions for their further financing by Vnesheconombank; (2) facilitation for development of a network of regional PPP centres and strengthening the capacity of regional and municipal authorities in joint elaboration of economically feasible PPP projects; (3) exchange of advanced experience in PPP projects implementation and engagement international experts for preparation and implementation of such projects; (4) drawing up recommendations for elaboration of national policies in PPP area and, if necessary, working out proposals to improve federal and regional legislation to this extent; (5) personnel training and development of skills upgrading programs for the staff and senior officials from government and private sectors, and PPP market participants. II. Organizational Context
Under the guidance of the Project Manager, the Manager of Pilot Projects works in close collaboration with the UNDP Programme and Operations Units for developing and implementing PPP pilot projects in selected regions. III. Key Functions
Summary of Key Functions:
Management of the preparation and implementation of PPP pilot projects
Selection and supervision of international experts for PPP pilot projects and exchanges of experience
Promotion of standard-setting activities for the development of PPPs in Russia
Systematization of the feedback on legal and other issues to the project personnel and partners
Ensuring financial and economic security of the pilot projects’ implementation
1. Management of the preparation and implementation of PPP Pilot projects:
Preparation of and follow-up on Memoranda of Understanding with partner entities (municipalities, regional governments)
Advising procuring government departments on the complete PPP preparatory process (from feasibility studies to contracting)
Identification and development of PPP pipelines
Coordination of activities of regional PPP centers with the Vnesheconombank’s PPP Centre
Participation in coordinating the preparation of business plans and loan applications for pilot projects Ensuring transparency, accountability, neutrality and trust building in the process
Ensuring the consideration of ecological, environmental, social and economic criteria
Interaction with donors to develop common standards and criteria for selection, preparation and implementation of development projects, taking into account the interests and strategic priorities of donors
Participation in collecting and analyzing information about potential sources of funding for the implementation of PPP projects
2. Selection and supervision of international experts for PPP pilots and exchanges of experience:
Identification, contraction and supervision of international experts as required (including experts for PPP conference and other activities)
Ensuring the quality and the transferability of the expert’s advice and contributions
Elaborating and suggesting adapted applications of expert’s recommendations
3. Promoting standard-setting activities for the development of PPP in Russia:
Analysis of international experience in implementing PPP projects and successful models, participation in the preparation of proposals for the adaptation and application of these models in the Russian context
Systematically monitoring and analyzing PPP experience, identifying common factors
Based on the local and international experiences, suggesting standards for Russian PPP projects
4. Systematization of feedback on legal and other issues to the responsible project personnel and partners:
Systematically identify legal, regulatory and other institutional issues that hamper or could further promote the successful implementation of PPPs.
Describe the obstacles and their impact on PPP.
Elaborate initial and realistic suggestions to overcome the identified obstacles, and feed them back to the appropriate project persons and partners
5. Ensuring financial and economic security of the pilot projects’ implementation:
Coordination of financial, operational and technical planning issues with other activities of the Project
Budget monitoring, coordination and introduction of the budget
Preparation of regular reports
Assistance in operational, financial and administrative management of the project in accordance with UNDP rules and procedures
Assistance in the audit and implementation of audit recommendations.
Other functions as required.
IV. Key results
The key results of activity of the Manager of PPP Pilot Projects have a direct impact on the success of the “Development of public-private partnerships in Russia” project through influence on socio-economic development analysis and effective planning, creation of strategic partnerships and building UNDP credibility.

Background
Education:
University degree in economics or finance, MBA is an advantage
Knowledge of Russian regional and municipal public finance and PPP legislation
Knowledge and proficiency in financial and economic analysis
Experience:
7 years of experience in public procurement, PPP and/or municipal/regional development processes required
Experience in interacting with federal, regional and municipal authorities for the development of projects of public infrastructure (housing and utilities, power grid facilities, transport, social infrastructure facilities)
